Tanzania is among many developing countries which fight against illiteracy. To tackle this problem the Tanzanian government established a programme of improving primary education known as MEM – Mpango wa Kuboresha Elimu Tanzania, which translates as “the Programme of Improving Primary Education” to encourage education for all. Besides of its success on improving the primary education, often school maintainance is ignored, leading to a negative environment for learning. Most of the schools especially in rural areas lack sufficient classrooms, toilets, kitchen and water and sanitation facilities.
